Dhcp neonatal fmri pipeline: invalid version in requirements

Dear maintainers,

the dhcp neonatal fmri pipeline has an invalid version specification in the requirements.txt file (‘non-standard dependency specifier nibabel>=2.*’, ‘‘install_requires’ must be a string or list of strings containing valid project/version requirement specifiers; .* suffix can only be used with == or != operators’).

It’s not possible to install the pipeline with current pip and setuptools versions (see here for discussion about pip). However, I was able to install it with setuptools==58.3.
