Fail to download some meg file on ds003352 with aws-cli

Fail to download some meg file on ds003352 with aws-cli. Some MEG files keep reporting AccessDenied.

@fmeow I believe I have corrected the permissions on the meg files. Let me know if you run into any further issues.
