It turns out that tags can include descriptions (thanks @emdupre!), but only folks with a certain trust level can add them. I was thinking that users could comment on a thread (e.g., this one) with description requests. Perhaps it could operate similarly to How can I create new tags?? If that is too inefficient, would there be a better way to request descriptions for tags?
