Clarification: Are connectivity brain atlases simply the aggregation of a large set of subjects to represent a condition/phenomena?

I’m working on a research idea and I want to build a brain atlas by pooling together hundreds of fMRI subjects data to create a single, consolidated functional connectivity matrix. However, I am not finding anywhere that truly demonstrates the creation of a brain atlas. I may not even have the right idea of what a brain atlas is. So, that’s why I am here. Please help provide clarity into this data structure. Any resources are welcome.

There are several different methods that one can use to make a brain atlas. You might find the Brainnectome paper, AAL paper, and Table 2 of Amunts and Zilles, 2015 to be helpful resources.
